(A scanned version can be accepted via email to begin the process, but most are mailed hard copy with the fee payment directly to our Fiscal Services P.O. Box for processing. An applicant is covered as long as they submit the fee with the application for a general permit. We cannot take credit card payments for permit application fees, so it must be sent by check with the application in the mail to our P.O. Box to be immediately covered.)

- Renewals may be emailed, but new solid waste facility applicants must submit multiple complete hard copy applications for distribution by MDE to various other state, federal and local government entities. However, new facility applicants may email copies of plans and operation manuals for MDE review and comment. (Note: If attachments are too large for email, the program can download the applicant's attachments if sent a link to encrypted Dropbox or some other similar site.)
Mining Program

Minerals, Oil and Gas Division
does not accept new permit or license applications electronically; the
Bureau of Mines
in Frostburg does not accept any electronic permit applications

Water
Sediment, Stormwater, and Dam Safety Program

MS4 Phase I and Phase II Permits (Applications) - The MS4
Phase I
permits do not have an electronic application process. Applications for new permits are accepted as part of the fourth year annual report (i.e., once every four years). The notices of intent (NOI) to comply with the Phase II permits and the procedures for submitting them to the Department may be found
here.
Integrated Water Planning Program
Water and Sewer Amendments (Requests and Approvals) - The law requires Counties and Baltimore City to send paper copies. These amendments are housed at the county level and on their websites.

Wetlands and Waterways Program
Permit Issuance for all Tidal general licenses, Nontidal Wetlands authorizations, and Waterway Construction Permits, as well as Water Quality Certification and Coastal Consistency Determination approvals - Permits are currently issued using the TEMPO database system, signed, then mailed or e-mailed. Applications for Tidal licenses, Nontidal permits, and Waterway Construction permits are available from the
Wetlands and Waterways Program website

ECollaboration Pilot (started May 2020) - electronic Joint Permit Application (JPA) application submission, MDE, ACOE and IRT (DNR, MHT, CAC) application review and MDE permit issuance capability for all Tidal general licenses, Nontidal Wetlands authorizations, and Waterway Construction Permits (MDOT/SHA and MDTA are Pilot applicants) - Once the Pilot period is completed, it is anticipated that the next steps for the Ecollaboration System will be to begin to accept some applications electronically for non-fee-based permits handled by the Wetlands and Waterways Program. When the ECollaboration system becomes actively deployed for wider use, there will be a login link available from the
ECollaboration Search Portal web page

Electronic Report and Recommendation (R&R) to the Board of Public Works (BPW) - An R&R is forwarded to the BPW for their final determination as to issuance of a Wetlands License.
