Extended Producer Responsibility Program
The Maryland Department of the Environment is establishing a packaging Extended Producer Responsibility (EPR) program for the state. The EPR program was established by Senate Bill 222 (9-2501 through 9-2510 of the Environment Article, Annotated Code of Maryland), that was passed in the 2023 General Assembly.

Recycling Needs Assessment Request for Proposal
MDE Requirements Under EPR
- Select a Producer Responsibility Organization (PRO).
- In October 2023, MDE announced that Circular Action Alliance would act as the single packaging PRO in the State of Maryland.
- Conduct a Recycling Needs Assessment.
- In February 2024, the Request for Proposal (RFP) for the Recycling Needs Assessment was issued. Vendors can submit proposals by March 15, 2024. For questions on the RFP contact June Dwyer.
- Convene an EPR Advisory Committee.
- MDE has announced the members of the EPR Advisory Committee.
