In 2007, The Maryland Commission on Climate Change (MCCC) was established by Executive Order (01.01.2007.07) and charged with developing an action plan and firm timetable for mitigation of and adaptation to the likely consequences and impacts of climate change in Maryland, including strategies to reduce Maryland's greenhouse gas (GHG) emissions. As a result of the work of more than 100 stakeholders and experts, the MCCC produced a climate action plan which was the catalyst for the Greenhouse Gas Emissions Reduction Act (GGRA) of 2009. In 2014, a second Executive Order (01.01.2014.14) expanded the scope of the MCCC and its membership to include non-state government participants.

During its 2015 session, the Maryland General Assembly codified the MCCC into law, maintaining many of the tasks and responsibilities that had been assigned under the 2014 Executive Order; and officially charging the Commission with advising the Governor and General Assembly "on ways to mitigate the causes of, prepare for, and adapt to the consequences of climate change". The MCCC is chaired by MDE Secretary Ben Grumbles and consists of 26 members representing State agencies and legislature, local government, business, environmental non-profit organizations, organized labor, philanthropic interests, and the State University system. The work of the Commission is supported by a Steering Committee and four Working Groups. The members of the Working Groups are appointed by the Commission Chair, and embody both public and private interests in climate change, including representatives of academic institutions, renewable and traditional energy providers, environmental organizations, government agencies, labor organizations, and business interests.
