Certification of Drinking Water Laboratories


The Maryland Department of the Environment (MDE) maintains a State program for the certification of laboratories conducting analyses of drinking water compliance samples. In order to be eligible to analyze compliance samples under the Safe Drinking Water Act, laboratories must meet the minimum criteria specified by the United States Environmental Protection Agency (EPA) Manual for the Certification of Laboratories Analyzing Drinking Water, 5th edition, January 2005, and regulations put forth in the Code of Maryland Regulations (COMAR).

Laboratory Certification Applications and Forms​

  • Applications for Drinking Water Lab Certification in the State of Maryland:
    • New Laboratory Application 
      • ​Use for In-State Labs requesting initial certification for Maryland.  
      • ​Also use for In-State Labs that were previously dissolved and would like to reinstate drinking water certification in Maryland.
    • In-State Renewal Application
      • Use for In-State Labs requesting to maintain existing certification for Maryland (required annually).
    • Out-of-State Renewal Application​
      • ​Use for Out-of-State Labs requesting to maintain existing certification for Maryland (required annually).
      • ​Also use for Out-of-State Labs requesting initial/new certification for Maryland.

    • Lab Organization & Personnel Qualifications Form
      • ​Provides MDE-LCP with list of required organization personnel for the relevant lab operations, along with their pertinent experience.
    • Supervisory Level Personnel Registration Form
      • ​Provides MDE-LCP required information regarding new supervisory level personnel.
    • Analyst Registration Form (In-State labs only)
      • ​Provides MDE-LCP required information regarding new analysts/technicians.
    • Requested Test Method List​ (Note: download using Chrome browser only)
      • ​Allows laboratories to select individually all requested test methods for certification (retaining from prior year’s certification or adding) and select deleted parameters (for renewals) from prior year.
    • Payment Coupon Form​
      • ​Allows our program with a means of tracking payments for annual renewal and new / initial lab certification fee.
